Hi there, Is it possible to offer free shipping over a certain dollar amount? For ex. Free shipping over $30? Thanks.

Yes, you can do it if you create a Coupon for Free Shipping on Purchases over $30. https://icraftgifts.com/member_discount_coupon_detail.php
The coupon number should be added to your Product Descriptions, so people could enter it at the Checkout.
You can also email that coupon to people or advertise it on social media.
