This sculpture is made out of steel pipes has won a variety of awards for excellence in architecture. I just don't know what to make of it... Definitely interesting, but weird looking and out of place in England's charming Lancashire landscape. No?

Wow, that is one very imposing wind-chime!

Interesting.  It reminds me, a little symbolically, of a weeping willow.  The weeping willow is a melancholy tree and fits the description of this one's song.  If willows could sing, I imagine it would sound like this one!
