photo editing program

Hello I'm looking for a good photo editing program without costing an arm and a leg. I need one that can freehand crop pictures or atleast can remove the background. Any suggestion would be greatly appreciated. Thanks

Check out Gimp... it is free.
Picassa is another one that is free but limited.

I use Photoshop Elements and it is way smarter than I am. It will take me forever to figure out what it does!
